"Scouting's Journey to Excellence" is the BSA's council performance recognition program designed to encourage and reward success and measure the performance of our units, districts, and councils. It is meant to encourage excellence in providing a quality program at all levels of the BSA.

The objective for this conference is for all Area 5 councils to come together for a day of learning and sharing of best practices that will strengthen and catalyze JTE performance in our respective councils and districts.

Conference participants will have the opportunity to select from one of four tracks, each focusing on a major pillar of the JTE program - Finance, Membership, Unit Service, and Leadership & Governance.  Opportunities will also be available for participants to break away from their track program to attend "Best Practice" sessions focusing on camp promotion, youth protection, training, advancement, Voice of the Scout, and Scouting tools & resources.

At the conclusion of the conference, each participant will be asked to develop a personal action plan as to how he/she will take their newly acquired knowledge and skills and put them into play back in their home council/district.
